<p>Telah terbit Peraturan Menteri Perindustrian RI Nomor 87/M-IND/PER/9/2009 tanggal 24 September 2009 tentang Sistem Harmonisasi Global Klasifikasi dan Label Pada Bahan Kimia</p>
<p>Setelah melalui proses yang cukup panjang tidak kurang dari 3 tahun, kalangan industri kimia patut bersyukur, akhirnya Indonesia memiliki regulasi mengenai sistem harmonisasi global atau Globally Harmonized System (GHS) untuk klasifikasi dan label bahan kimia yang dituangkan dalam PERMEN Perindustrian R.I. No.87/M-IND/PER/2009.</p>
<p><strong>Mengapa kita patut sambut positif terbitnya PERMEN tentang GHS ini? </strong></p>
<p>Jelas, karena tujuan utama GHS adalah untuk melindungi umat manusia termasuk karyawan perusahaan, konsumen dan masyarakat luas serta melindungi lingkungan. Dengan terbitnya regulasi ini akan mendorong industri untuk dapat melalkukan klasifikasi bahan kimia dengan mempertimbangkan dari aspek bahaya fisik-kimia, bahaya kesehatan dan lingkungan. Sebagaimana kita ketahui GHS juga merupakan satu “tool” dalam  implementasi REACH (Registration, Evaluation, Authorization and Restriction of Chemical) yaitu regulasi di Uni Eropa, demikian pula GHS akan menjadi “tool” dalam regulasi di Jepang (JAMP) dsb. Dengan demikian regulasi GHS akan menjadi acuan dan memberi kepastian hukum bagi industri khususnya industri kimia dan penunjangnya dalam percaturan bisnis global.</p>
<p>KN-RCI memiliki kontribusi yang tidak kecil sehingga mengantarkan terbitnya regulasi ini. Bersama organisasi lain KN-RCI berperan aktif dalam tim persiapan penyusunan implementasi GHS, yang diprakarsai oleh Badan Pengawas Obat dan Makanan (BPOM) R.I., tim lintas sektoral yang melibatkan Dep. Perindustrian, Departemen Pertanian, Dep. Perdagangan, Dep. Perhubungan, Dep. Tenaga Kerja, Dep. Kesehatan, Kementrian Negara Lingkungan Hidup, Ditjen Bea dan Cukai dan organisasi terkait yang lain  baik pemerintah, asosiasi industry, swasta dan LSM.</p>
<p>Hingga saat ini Indonesia telah memiliki sekitar 15 orang “GHS Certified Trainers” atau “GHS National Resource Persons” yang dilatih di Jepang sejak 2006 hingga 2009. Sebagian besar diantaranya dari perusahaan anggota KN-RCI. Mereka siap untuk membantu perusahaan untuk implementasi GHS. Beberapa perusahaan anggota KN-RCI telah melakukan klasifikasi dan penyusunan Lembar Data Keselamatan (Safety Data Sheet) sesuai panduan GHS.</p>
<p>Kita berharap segera disusul dengan Peraturan Dirjen tentang Petunjuk Teknis  Implementasi GHS untuk Bahan Kimia Tunggal dan atau Campuran &#8211; sesuai Pasal 2  PERMEN Perindustrian RI Nomor 87 Tahun 2009. Menurut Adi Sunariadi dari Tim <em>“Government Relation &amp; Regulatory Affairs, KN-RCI”</em>, sebaiknya kita sudah mengacu pada <strong><em>GHS Purple Book Revisi 3 Tahun 2009</em> </strong>yang telah mengatur tentang <em>&#8220;Combined H &amp; P codes&#8221;</em>; Bahaya terhadap lapisan Ozone; <em>&#8220;Precedence for allocation of hazard statements&#8221;</em>; subcategories untuk respiratory sensitiser dan skin sensitiser; Multiplying factor M untuk Environmental Hazards, dll. (SZ)</p>

			<content:encoded><![CDATA[<p>Concrete is a construction material composed of cement as well as other materials such as fly ash and slag cement, aggregate (generally a coarse aggregate such as gravel limestone or granite, plus a fine aggregate such as sand), water, and chemical admixtures. Concrete solidifies and hardens after mixing with water and placement due to a chemical process known as hydration. Concrete is used to make pavements, architectural structures, foundations, motorways/roads, bridges/overpasses, parking structures, brick/block walls and footings for gates, fences and poles.</p>
<p><strong>Health Effects</strong></p>
<p>Hazards from contact with wet (unhardened) concrete, mortar, cement, or cement mixtures can cause skin irritation, severe chemical burns (third degree) or serious eye damage. Frequent exposure may be associated with irritant and/or allergic contact dermatitis.</p>
<p><strong>Effects Of Acute Exposure</strong></p>
<p>Wet concrete mixtures can dry the skin, cause alkali burns, and irritate the eyes and upper respiratory tract. Ingestion can cause irritation of the throat.</p>
<p><strong>Effects Resulting from Eye Contact</strong></p>
<p>Eye contact by splashes of concrete may cause effects ranging from moderate eye irritation to chemical burns or blindness. Such exposures require immediate first aid and medical attention to prevent significant damage to the eye.<br />

Effects Resulting from Skin Contact</strong></p>
<p>Discomfort or pain cannot be relied upon to alert a person to hazardous skin exposure. Consequently, the only effective means of avoiding skin injury or illness involves minimizing skin contact, with concrete. Exposed persons may not feel discomfort until hours after the exposure has ended and significant injury has occurred. Exposure to concrete may cause more severe skin effects including thickening, cracking or fissuring of the skin. Prolonged exposure can cause severe skin damage in the form of (alkali) chemical burns. Some individuals may exhibit an allergic response upon exposure to concrete, possibly due to trace elements of chromium. The response may appear in a variety of forms ranging from a mild rash to severe skin ulcers. Persons already sensitized may react to their first contact with the product. Other persons may first experience this effect after years of contact with concrete products.</p>
<p><strong>Effects Resulting from Ingestion</strong></p>
<p>Although small quantities of concrete are not known to be harmful, ill effects are possible if larger quantities are consumed. Concrete should not be eaten.</p>
<p><strong>Effects Of Chronic Exposure:</strong></p>
<p>Dust from concrete can cause inflammation/irritation of the tissue lining the interior of the nose and the cornea (white) of the eye.<br />

Personal Protection</strong></p>
<p>Eye Protection</p>
<p>Proper eye protection is essential when working with cement or concrete. Eyes are particularly vulnerable to blowing dust, splattering concrete, and other foreign objects. On some jobs it may be advisable to wear full-cover goggles or safety glasses with side shields.</p>
<p>Respiratory Protection</p>
<p>Avoid actions that cause dust to become airborne. Local or general ventilation can control exposures below applicable exposure limits; respirators may be used in poorly ventilated areas, where exposure limits are exceeded, or when dust causes discomfort or irritation. Avoid prolonged exposure to dust.</p>
<p>Skin Protection</p>
<p>Prolonged contact between fresh concrete and skin surfaces, eyes, and clothing may result in burns that are quite severe, including third-degree burns. If irritation persists consult a physician. For deep burns or large affected skin areas, seek medical attention immediately.</p>
<p>Clothing worn as protection from fresh concrete should not be allowed to become saturated with moisture from fresh concrete because saturated clothing can transmit alkaline or hygroscopic effects to the skin.</p>
<p>Waterproof gloves, a long-sleeved shirt, and long pants should be worn. If you must stand in fresh concrete while it is being placed, screeded, or floated, wear rubber boots high enough to prevent concrete from getting into them. The best way to avoid skin irritation is to wash frequently with pH neutral soap and clean water. [2]</p>

We have found the allocation of R-codes varies significantly &#8211; in fact, we were absolutely staggered by the variance. Where any one substance is produced by two companies, the level of disagreement on the classification of risk is greater than 50%!</p>
<p>Surely there should not be so much flexibility as to whether an R-code is assigned to a chemical or not. An irritant is an irritant, a toxin is a toxin and a burn is a burn. A chemical exhibits the same properties and hazards no matter who has produced it or sold it. They are the same: it&#8217;s not even like choosing your favourite espresso of those made by the several coffee shops near work.   Will a company purchasing a chemical from one producer suffer under strict regulatory restrictions when their competitor purchased the exact same chemical from a different supplier and are only required to conform to minimal requirements?   Will the risks associated with dangerous chemicals be under-communicated through choice of the wrong producer&#8217;s MSDS?   Where Occupational injury occurs &#8211; who will be responsible if the employer has seen both MSDS? Employers know when the courts get involved it is all duty of care.   There should be no room for such subjective impressions of the risk of a chemical. They either do fall under a risk code or they do not, any grey zones should clearly give rise to the more elevated risk phrase.   And yet, despite the differences in their judgments and views, producers are still free to assess the risk of their own chemicals, and apparently without any concerted attempt by regulators to investigate consistency.   At Chemwatch, our only product is the MSDS. Currency and accuracy is integral &#8211; if it isn&#8217;t right we don&#8217;t have anything to sell. Suppliers and Manufacturers are selling the real physical product &#8211; the MSDS is an expensive regulatory requirement that may reduce sales.   Who then has the best incentive to give you up to date information &#8211; Chemwatch or the supplier?   So when the inspector comes looking for your supplier&#8217;s original MSDS, we&#8217;ll have it for you. We encourage you to read it closely. It will make you appreciate Chemwatch even more.</td>

<p class="MsoNormal" style="text-align:justify;line-height:150%;"><span style="font-size:9pt;line-height:150%;font-family:&quot;">Larangan terhadap produk berbahaya dari Cina telah menggoncang masyarakat di Amerika yang selama ini telah terbuai dengan banjirnya produk murah buatan China. Hal serupa terjadi di Indonesia dengan dilarangnya berbagai produk permen, obat-obatan dan komestik buatan China yang dianggap berbahaya bagi konsumen. Tindakan Indonesia ini dibalas oleh pemerintah China dengan melarang produk makanan dan minuman dari Indonesia karena dinilai tidak aman dan dapat membahayakan. Masalah ini harus dicermati dengan hati-hati dan melihat faktor yang mendasarinya. Kondisi ini pada dasarnya dalah merupakan bagian dari <span> </span>aspek Keselamatan Produk (Product Safety) dan Keselamatan Makanan (Food Safety) yang telah menjadi persyaratan global.</span></p>
<p class="MsoNormal" style="text-align:justify;line-height:150%;"><span style="font-size:9pt;line-height:150%;font-family:&quot;">Di berbagai negara</span><span style="font-size:9pt;line-height:150%;font-family:&quot;">, </span><span style="font-size:9pt;line-height:150%;font-family:&quot;">Keselamatan Produk (Product Safety ) termasuk juga Keselamatan Makanan (Food Safety)<span> </span>telah menjadi persyaratan dan diawasi secara ketat oleh lembaga khusus yang menangani kedua aspek tersebut . Mereka melakukan pengawasan<span> </span>terhadap produk beredar yang dapat membahayakan keselamatan masyarakat. Dilain pihak mereka juga melakukan pembinaan kepada masyarakat untuk meningkatkan kesadarannya mengenai keselamatan dalam memilih produk.</span></p>
<p class="MsoNormal" style="text-align:justify;line-height:150%;"><span style="font-size:9pt;line-height:150%;font-family:&quot;">Di Indonesia aspek keselamatan produk (product safety) belum ditangani secara baik dan komprehensif berbeda dengan keselamatan makanan dan obat-obatan telah dilakukan oleh Badan POM. Sesuai dengan ketentuan dalam UU Perlindungan konsumen, salah satu aspek perlindungan konsumen adalah keselamatan dalam menggunakan produk barang dan jasa. Namun selama ini aspek perlindungan konsumen masih secara umum misalnya masalah harga, kualitas, promosi dna lainnya, namun belum secara khsusus mengawasi aspek keselamatan produk.</span></p>
<p class="MsoNormal" style="text-align:justify;line-height:150%;"><span style="font-size:9pt;line-height:150%;font-family:&quot;">Keselamatan produk telah berkembang diberbagai negara sejak lebih 30 tahun yang lalu. Kesadaran ini timbul karena semakin banyaknya kasus kecelakaan atau penyakit akibat penggunaan produk yang tidak aman. Masyarakat masih trauma akibat berbagai produk berbahaya yang dikonsumsi atau digunakan masyarakat. Salah satu kasus adalah obat penenang Thalidomide yang mengakibatkan banyak bayi lahir dalam kondisi cacad. Masyarakat dunia juga menyorot bahaya dari makanan siap saji, penggunaan bahan penyedap (Mono Sodium Glutamate), penggunaan kemasan yang tidak aman yang menyebabkan timbulnya bahaya dioksin dan sebagainya. Karena itu berbagai negara mengeluarkan standar dan peraturan yang ketat mengenai produk dan jasa yang digunakan oleh masyarakatnya. </span></p>
<p class="MsoNormal" style="text-align:justify;line-height:150%;"><strong><span style="font-size:9pt;line-height:150%;font-family:&quot;">Bagaimana di Indonesia?</span></strong><span style="font-size:9pt;line-height:150%;font-family:&quot;"> <em>Product Safety</em> belum banyak dikenal, dipahami dan dijalankan oleh pengusaha atau produsen <span> </span>barang dan jasa di Indonesia. Produsen barang dan jasa masih berorientasi kepada kualitas atau harga yang ditawarkan dan kurang <span> </span>memperhatikan aspek keselamatannya. Dilain pihak, konsumen Indonesia juga lebih cenderung melihat harga yang murah ketimbang kualitas yang notabene akan berkaitan dengan standar keselamatannya.</span><span style="font-size:9pt;line-height:150%;font-family:&quot;"> </span><span style="font-size:9pt;line-height:150%;font-family:&quot;">Undang-undang No. 8 tahun 1999 tentang Perlindungan Konsumen yang mencakup keselamatan produk dan jasa belum banyak dijalankan dan<span> </span>sejauh ini belum ada perusahaan yang dituntut karena produk dan jasa tidak aman yang dijual atau dipasarkannya.</span></p>
<p class="MsoNormal" style="text-align:justify;line-height:150%;"><span style="font-size:9pt;line-height:150%;font-family:&quot;">Disamping itu, Indonesia belum memiliki standar tentang keamanan dan keselamatan suatu produk atau jasa. Untuk berbagai produk Indonesia telah menerapkan sistem SNI (Standar Nasional Indonesia) namun sifatnya lebih banyak berkaitan dengan kualitas dan spesifikasi produknya, balum banyak menyentuh standar keselamatan. Ambillah contoh mainan anak-anak yang banyak beredar dipasaran. Di berbagai negara mainan anak-anak diawasi secara ketat seperti <span> </span>di Uni Eropa misalnya persyaratan untuk mainan yang menggunakan bagian mekanis diatur dalam standar <span style="color:black;">EN71-1:2001</span></span><span style="font-size:9pt;line-height:150%;font-family:&quot;color:black;"> </span><span style="font-size:9pt;line-height:150%;font-family:&quot;color:black;">Specification for Mechanical and Physical Properties atau European Standard</span><span style="font-size:9pt;line-height:150%;font-family:&quot;color:black;"> </span><span style="font-size:9pt;line-height:150%;font-family:&quot;color:black;">EN 50088:1996 on the Safety of Electric Toys</span><strong><span style="font-size:9pt;line-height:150%;font-family:&quot;">. <span> </span></span></strong><span style="font-size:9pt;line-height:150%;font-family:&quot;">Karena itu banyak produk mainan dari negara berkembang ditolak masuk ke pasar Eropa karena tidak terjamin keselamatannya. Kondisi serupa berlaku untuk berbagai produk dan jasa lainnya. Kondisi ini akan mempengaruhi arus barang global</span><strong></strong></p>
<p class="MsoNormal" style="text-align:justify;line-height:150%;"><span style="font-size:9pt;line-height:150%;font-family:&quot;">Barang-barang yang tidak aman ini mencari pasar yang masih terbuka dan tidak memiliki aturan yang ketat termasuk Indonesia. Barang-barang dari negara berkembang yang relatif tingkat keselamatanya rendah sulit masuk ke pasar negara maju yang memiliki persyaratan keselamatan produk yang tinggi. Karena itu tidak heran bahwa negara berkembang termasuk Indonesia menjadi serbuan produk murah yang tidak terjamin keselamatannya. Produk tidak aman ini akan membawa dampak luas bagi masyarakat dan perekonomian nasional. Produk tidak aman jelas akan ditolak pasar yang telah menjalankan kebijakan <em>product safety</em> dengan ketat.<span> </span>Sebaliknya pasar Indonesia akan dengan leluasa dimasuki produk<span> </span>tidak aman dan tidak memenuhi standar keselamatan produk.</span></p>
<p class="MsoNormal" style="text-align:justify;line-height:150%;"><span style="font-size:9pt;line-height:150%;font-family:&quot;">Hal ini dicermati oleh produsen global dengan menerapkan dual standar. Standar keselamatan untuk produk yang dijual di negara maju akan berbeda dengan persyaratan yang digunakan bagi negara berkembang termasuk Indonesia. Produk otomotif misalnya, <span> </span>untuk pasar Eropa tidak akan sama dengan produk <span> </span>yang dijual di pasar Indonesia.</span><span style="font-size:9pt;line-height:150%;font-family:&quot;"> </span></p>
<p class="MsoNormal" style="text-align:justify;line-height:150%;"><span style="font-size:9pt;line-height:150%;font-family:&quot;">Karena itu sudah saatnya Indonesia membenahi aspek keselamatan produk dan keselamatan makanan dengan baik dan sesuai dengan persyaratan global. Untuk itu perlu dilakukan<span> </span>langkah-langkah konkrit untuk menanganinya. </span></p>
<p class="MsoNormal" style="text-align:justify;line-height:150%;"><span style="font-size:9pt;line-height:150%;font-family:&quot;">Untuk keselamatan obat dan makanan (drug and food safety) selama ini telah dilakukan pengawasan oleh badan POM. Namun ternyata belum efektif terbukti masih membanjirnya obat dan makanan baik produk lokal maupun impor yang tidak terdaftar atau tidak terjamin keselamatannya. Disamping itu menurut kesan yang tampak oleh masyarakat , lembaga ini lebih fokus terhadap kandungan bahan berbahaya, namun tidak mencakup aspek keselamatan secara menyeluruh. Sebagai contoh pengawasan terhadap iklan obat dan makanan yang menyerbu masyarakat tanpa batas usia. Upaya yang dilakukan badan POM masih terbatas menarik <span> </span>produk dari pasar, toko-toko dan pengecer. Tetapi tidak dilanjutnya dengan sanksi hukum terhadap produsen, importir , distributor dan penjualnya. Tanpa tindakan hukum maka pengusaha nakal tidak akan kapok dan produk lainnya akan tetap bermunculan.</span></p>
<p class="MsoNormal" style="text-align:justify;line-height:150%;"><strong><span style="font-size:9pt;line-height:150%;font-family:&quot;">Keselamatan produk dan jasa</span></strong></p>
<p class="MsoNormal" style="text-align:justify;line-height:150%;"><span style="font-size:9pt;line-height:150%;font-family:&quot;">Isu keselamatan produk dan jasa juga semakin gencar diberbagai negara. Salah satu contoh adalah keselamatan penerbangan yang menelan korban dilarangnya maskapai penerbangan Indonesia diberbagai negara Eropa dan USA karena diragukan standar keselamatannya. Demikian juga dengan berbagai produk ekaspor seperti mainan anak serta berbagai produk lainnya yang dikenakan persyaratan yang ketat. Sesuai dengan UU No 8 tahun 1999 tentang Perlindungan Konsumen, pemerintah telah membentuk Badan Perlindungan Konsumen Nasional<span> </span>yang sangat berperan dalam melindungi keselamatan konsumen. Namun lembaga ini masih belum memiliki legimitasi kuat untuk melakukan pengawasan dan penindakan terhadap produk dan jasa yang tidak aman atau tidak memenuhi persyaratan keselamatan. Lembaga ini memberikan perlindungan konsumen secara luas tidak terfokus terhadap keselamatan produk dan jasa. Inggeris dan USA <span> </span>memiliki <span> </span><em>Consumer Product Safety Commission</em> (CPSA) yang melakukan pengawasan dan penindakan terhadap produk yang tidak aman.</span></p>
<p class="MsoNormal" style="text-align:justify;line-height:150%;"><strong><span style="font-size:9pt;line-height:150%;font-family:&quot;">Langkah Antisipasi</span></strong></p>

<p class="MsoNormal" style="text-align:justify;line-height:150%;"><span style="font-size:9pt;line-height:150%;font-family:&quot;">Sebagai upaya melindungi keselamatan masyarakat, sudah saatnya pemeritah segera melakukan langkah antisipasi. Langkah pertama adalah membentuk Lembaga Pelindungan Keselamatan Konsumen (Product Safety Commission) yang berfungsi<span> </span>melakukan pengawasan dan pembinaan berkaitan dengan keselamatan produk. Badan ini harus diberi wewenang untuk mengeluarkan sertifikasi keselamatan bagi setiap produk , <span> </span>melakukan pengawasan terhadap produk yang beredar serta melakukan pembinaan bagi konsumen.</span></p>
<p class="MsoNormal" style="text-align:justify;line-height:150%;"><span style="font-size:9pt;line-height:150%;font-family:&quot;">Langkah berikutnya adalah dengan menetapkan standar keselamatan bagi setiap jenis produk (standar keselamatan produk) . Standar ini sebaiknya disesuaikan dengan standar di negara lain sehingga dapat digunakan untuk meningkatkan daya saing produk Indonesia sekaligus sebagai <em>entry barrier</em> bagi produk berbahaya dari luar. Standar ini dapat dibakukan melalui SNI.</span></p>
<p class="MsoNormal" style="text-align:justify;line-height:150%;"><span style="font-size:9pt;line-height:150%;font-family:&quot;">Langkah berikutnya adalah membangun jaringan informasi yang luas dengan seluruh komponen masyarakat untuk membantu mengawasi produk yang beredar. Untuk itu, pemerintah perlu mendorong terbentuknya Lembaga Perlindungan Keselamatan Konsumen yang bergerak khusus dalam aspek keselamatan konsumen.</span></p>
<p class="MsoNormal" style="text-align:justify;line-height:150%;"><span style="font-size:9pt;line-height:150%;font-family:&quot;">Upaya berikutnya dengan menerapkan sistem <em>safety label</em><span> </span>bagi setiap produk yang telah memenuhi syarat sehingga masyarakat akan lebih mudah dalam menentukan pilihannya sekaligus untuk mengawasi peredaran produk yang tidak aman. Standar keselamatan produk ini tidak hanya diberlakukan bagi produk dalam negeri tetapi juga diwajibkan bagi produk impor yang akan diedarkan di dalam negeri</span></p>

Oh no! We have a serious problem. The plant office manager ran into my office with a frantic look of panic on her face. The company safety inspectors are here and they want to see an MSDS on the Wite-Out. What will we do?</div>
<p>This scenario, while fictitious, is played out a thousand times every year in facilities all across our nation. We all have learned the OSHA rules of hazard communication, 29CFR1910.1200. The purpose and design of the program is excellent: that any chemicals produced or imported are evaluated for hazards and those hazards are then communicated to the employees and employers who might come in contact with them.</p>
<p>As a result of this policy, we have built binders of MSDSs that now are a familiar site in the workplace. New technology has allowed some employers to digitalize their MSDSs and make them available online, but the principle remains the same. Drilled into us from day one as safety professionals was that we MUST have an MSDS on any chemical in the facility.</p>

<p>As a basic rule it was good, and we learned to conduct regular audits of our MSDSs to keep them updated. We audit our facilities for new chemicals or chemicals that may have been missed and for chemicals that may have been eliminated and thus no longer need to be included. We got really good at this hazardous communication thing.</p>
<p>But then we let our absolutes get in the way of common sense. We started asking questions about chemicals that for some reason were not included. Why didn’t we have MSDSs on these things? A can of diet soda might contain citric acid, sodium benzoate and brominated vegetable oil. I don’t have an MSDS on brominated vegetable oil. I don’t even know what brominated vegetable oil is. How much is in every can? Is there a cutoff or a minimum threshold level? If I only have one am I OK? What if I have a case? How many cans are there in a soda machine?</p>
<p>Panic begins to set in! What about our first aid kit? It is full of medications and ointments. I don’t have MSDSs on them either. Oh no! What am I to do?</p>
<p>My suggestion? Relax! While it may fly in the face of what we teach and have been taught, we do not have to have an MSDS on every chemical in our facilities. As with all other workplace rules, we will find the truth if we return to the regulations. Once we know the truth, the truth will set us free.</p>
<h3>So When Do I Not Need an MSDS?</h3>
<p>OSHA’s 29 CFR 1910.1200 actually is very specific about exceptions to its application and scope. MSDSs only are one tool of our hazardous communication standard. In its statement of purpose – 29 CFR 1910.1200 (a) (1) – the regulation clearly states that, “This transmittal of information is to be accomplished by means of comprehensive hazard communication programs, which are to include container labeling and other forms of warning, material safety data sheets and employee training.” So, MSDSs are just one form of communication. Other things, like container labels, are important too, and many items that are regulated by other government agencies do not require separate MSDSs.</p>
<p><strong>29 CFR 1910.1200 (b)</strong> goes into detail about what kinds of chemicals are exempt from this rule. For example, 1200 (b) (4) applies to facilities where employees handle chemicals in sealed containers but do not open them under normal conditions (such as in warehouses or even retail sales). These facilities must keep copies of MSDSs they receive with hazardous shipments and must obtain an MSDS for any hazardous chemicals received without one if an employee requests it. But if no MSDS is received and no employee requests it, facilities are not required to have one on file.</p>
<p><strong>Section 1200 (b) (5) (i)</strong> says that pesticides, insecticides, fungicides and rodenticides do not require labeling under 29 CFR 1910.1200. These labels are regulated by EPA instead of OSHA.</p>
<p><strong>1200 (b) (5) (ii)</strong> says that chemicals and chemical mixtures defined in the Toxic Substances Control Act (15 USC 2601 et seq.) are exempt. Like the pesticides, they are regulated by EPA.</p>
<p><strong>1200 (b) (5) (iii)</strong> says that foods, food additives, color additives, drugs, cosmetics, medical and veterinary devices and their ingredients are exempt. These items are regulated by the U.S. Food and Drug Administration, rather than OSHA.</p>
<p><strong>1200 (b) (5) (iv)</strong> says that beverage alcohols including wine and malt beverages are exempt. These items are regulated under the Bureau of Alcohol, Tobacco, and Firearms.</p>
<p><strong>1200 (b) (5) (v)</strong> states that any consumer product or hazardous consumer substance is exempt. These items are regulated by the Consumer Product Safety Commission.</p>
<p><strong>1200 (b) (5) (vi)</strong> says that agricultural and vegetable seeds are exempt. These are regulated by the U.S. Department of Agriculture.</p>
<p>In addition, <strong>29 CFR 1910.1200 (b) (6)</strong> offers 12 categories of hazardous chemicals to which the regulation does not apply:</p>
<ul>
<li>Hazardous waste (regulated by EPA)</li>
<li>Hazardous substance (EPA again)</li>
<li>Tobacco or tobacco products</li>
<li>Wood or wood products</li>
<li>Articles not of a fluid or particle nature</li>
<li>Food or alcoholic beverages intended for personal consumption</li>
<li>Drugs</li>
<li>Cosmetics packaged for sale to consumers or intended for personal use</li>
<li>Any consumer product</li>
<li>Nuisance particles that do not pose physical or health hazards</li>
<li>Ionizing and non ionizing radiation</li>
<li>Biological hazards</li>
</ul>
<p>So, while the hazardous communication standard is widespread in its application, it is not all-inclusive. The next time someone in your workplace comes to you in a panic because the big yellow book does not contain an MSDS for Suzy’s lip gloss, Gary’s energy drink, the antibiotic cream in the first aid kit or the window cleaner in the janitor’s cart, don’t panic. Read the regulations and check paragraphs (b) (5) and (b) (6) before you try to find an MSDS on these items. They well may be exempt.</p>
<p>Whether you know you’re dealing with a substance covered under 29CFR1910.1200 or have questions about a substance, check the regulations! While some chemicals may not require MSDSs, they might have separate labeling, storage and use requirements.</p>

<p class="MsoNormal" style="text-align:justify;"><span lang="IN">Hidrogen menawarkan keuntungan sebagai sumber energi yang ramah lingkungan dan tanpa polusi. Hidrogen paling banyak diproduksi dari gas alam (48%), dan merupakan elemen paling ringan di dunia (berat atom = 1 g/mol), sehingga kemampuan difusinya sangat tinggi. Bisa juga digunakan sebagai bahan bakar reaktor fusi (masih tahap pengembangan), dan sebagai sumber bahan baku pembuatan HidroCarbon (BBM Sintetis). Salah satu kendala untuk produksi hidrogen adalah sumber gas alam sendiri adalah sumber energi yang tak dapat diperbaharui, cadangannya pun semakin menipis, dan harganya terus naik, apakah ada cara lain untuk mendapatkan hidrogen? Bagaimana mendapatkannya? Banyak caranya, diantaranya dengan elektrolisis air, namun kendalanya adalah biaya yang sangat mahal. Apakah ada cara lainnya&#8230; Ada, yaitu dengan Natrium/Sodium.</span></p>
<p class="MsoNormal" style="text-align:justify;"><span lang="IN">Natrium banyak tersedia dan melimpah jumlahnya di lautan Bumi sebagai NaCl (garam), <span> </span>Natrium adalah elemen yang sangat reaktif, harga natrium pada tahun 1997 adalah US$ 0.30/kg &#8211; US$0.45/kg, cukup murah. Pada kondisi standar, logam natrium jika direaksikan dengan air akan menghasilkan gas hidrogen dengan reaksi sebagai berikut:</span></p>

<p class="MsoNormal" style="text-align:justify;"><span lang="IN">Reaksi tersebut bersifat eksotermal yang menghasilkan panas, sehingga gas hidrogen secara otomatis terbakar, ini disebabkan karena gas hidrogen mengalami proses autoignition akibat perpindahan panas dari reaksi ke lingkungan. Yang menjadi pertanyaan adalah, apakah mungkin gas hidrogen dari reaksi ini dipanen? Jawabnya mungkin&#8230;</span></p>
<p class="MsoNormal" style="text-align:justify;"><span lang="IN">Gas Hidrogen memiliki Flammability Limit dengan kisaran volume 4 – 75 % di udara, dan memiliki Autoignition Point pada suhu 585 <sup>0</sup>C, reaksi pembakaran selalu membutuhkan oksigen, begitu juga dengan Hidrogen, dengan reaksi sebagai berikut:</span></p>
<p class="MsoNormal" style="text-align:justify;"><!--[if gte vml 1]&gt;  &lt;![endif]--><!--[if !vml]--><span style="position:absolute;z-index:2;left:0;margin-left:59px;margin-top:3px;width:30px;height:12px;"><img src="/DOCUME~1/CHEMCA~1/LOCALS~1/Temp/msohtml1/01/clip_image001.gif" alt="" width="30" height="12" /></span><!--[endif]--><span lang="IN">2H<sub>2</sub> + O<sub>2 </sub><span> </span><span> </span>2H<sub>2</sub>O &#8230;&#8230;&#8230;&#8230;&#8230;&#8230;&#8230;&#8230;&#8230;&#8230;&#8230;&#8230;.(3)</span></p>
<p class="MsoNormal" style="text-align:justify;"><span lang="IN">Proses Autoignition Hidrogen pada reaksi Natrium dengan Air dapat dicegah dengan cara menyingkirkan oksigen pada sistem tertutup sehingga Flammability Limit dan Autoignition tidak berlaku, bagaimana caranya? Dengan metode hampa dan gas inert (Nitrogen).</span></p>
<p class="MsoNormal" style="text-align:justify;"><span lang="IN">Nitrogen memiliki titik didih pada -195.79 <sup>0</sup>C, pada kondisi cair nitrogen memilki suhu dibawah – 195.79 <sup>0</sup>C. Pelepasan gas nitrogen secara cepat kedalam sistem tertutup dapat menggantikan posisi oksigen. Pada kondisi standar, suhu kamar 25 <sup>0</sup>C, Nitrogen cair akan mendidih dengan sangat cepat, tuangkan nitrogen cair (suhu &lt; &#8211; 196 <sup>0</sup>C) dari tabungnya kedalam wadah logam (yang bersuhu <span style="text-decoration:underline;">+</span> 25 <sup>0</sup>C), maka nitrogen cair akan mendidih dengan sangat cepat namun tidak lama, bisa ditambahkan air agar lebih lama mendidihnya, <span> </span>gas inilah yang akan dimanfaatkan untuk menyingkirkan oksigen. </span></p>
<p class="MsoNormal" style="text-align:justify;"><span lang="IN">Pada saat kondisi sistem (tertutup) telah dihampakan (vacum), segera isi dengan gas nitrogen, kemudian reaksikan natrium dengan air, akan menghasilkan gas hidrogen dan natrium hidroksida (produk samping), karena berada pada kondisi inert, reaksi autoignition hidrogen bisa dicegah, sekalipun efek eksotermall terus terjadi. Karena berat atom hidrogen = 1, maka hidrogen akan selalu mengisi ruang yang paling atas, difusifitasnya pun sangat cepat, tidak lupa juga hidrogen harus melewati kondensor agar suhunya turun (akibat proses eksotermal), setelah dingin bisa dikumpulkan dan dikompresi lalu hidrogen siap dipanen, sehingga proses ini memungkinkan untuk dilakukan. </span></p>
<p class="MsoNormal" style="text-align:justify;"><span lang="IN">Bisa juga untuk menurunkan efek eksotermalnya, sebelum direaksikan natrium dicelupkan dulu ke nitrogen cair ( &lt; &#8211; 195.79 <sup>0</sup>C), baru kemudian direaksikan dengan air, diharapkan efek eksotermalnya sedikit berkurang karena suhu natrium yang berada pada kisaran – 195 <sup>0</sup>C. </span></p>
<p class="MsoNormal" style="text-align:justify;"><span lang="IN">Selain itu produk sampingnya yang berupa NaOH memiliki nilai jual juga, sehingga proses ini sangat menguntungkan.</span></p>

<p>Padang (ANTARA News) &#8211; Ketidaktahuan konsumen atas bahan dan kondisi makanan serta minuman dikonsumsinya menjadi penyebab kasus keracunan pangan.</p>
<p>Penyebab ini terutama terjadi di lingkungan sekolah, dimana para konsumen adalah para murid dan bahan makanan/minuman yang dikonsumsi adalah jajanan, kata Kepala Balai Besar Pengawasan Obat dan Makanan (BB-POM) Padang, Arafah Madjid di Padang, Minggu.</p>
<p>Hal itu disampaikannya dihadapan 125 orang guru Sumbar dalam Pelatihan Perlindungan Anak Sejak Dini digelar Departemen Pendidikan Nasional RI dan Yayasan Lembaga Konsumen Indonesia (YLKI) Sumbar.</p>
<p>Jajanan yang menyebabkan terjadinya keracunan pangan terutama akibat tercemar bahan berbahaya mikrobiologi dan kimia.</p>
<p>Selain itu karena bahan pangan tersebut tidak memenuhi persyaratan higienis, tambahnya.</p>
<p>Karena itu, masalah terkait keamanan pangan jajangan di lingkungan sekolah harus menjadi perhatian para guru dan pihak terkait.</p>
<p>Ia menyebutkan, pangan jajanan termasuk kategori makanan siap saji hasil proses dengan cara atau metode tertentu untuk bisa langsung disajikan kepada konsumen.</p>
<p>Jajanan biasanya sangat banyak dijumpai di lingkungan sekolah dan rutin dikonsumsi para murid dengan harga yang terjangkau, tambahnya.</p>
<p>Selain itu, pangan jajanan tempat akhir pengolahannya justru dilakukan di tempat penjualan seperti pisang goreng, es campur dan nasi goreng.</p>
<p>Menurut dia, mengapa pangan jajanan dinilai tidak aman karena bahan bakunya juga tidak aman, seperti ikan dan hasil laut lainnya yang berasal dari perairan yang tercemar.</p>
<p>Kemudian, terjadi kontaminasi silang dimana bahan pangan masih mentah dan peralatan tidak saniter, katanya.</p>
<p>Jarak waktu persiapan hingga kepada konsumen terlalu lama mencapai lebih dari enam jam dan terlalu lama di suhu ruang sehingga mikroba tumbuh dan berkembang, tambah Arafah.</p>
<p>Ia mengatakan, dalam mencegah timbulnya keracunan pangan di lingkungan sekolah maka sangat penting peran aktif para guru untuk memonitor keamanan pangan jajaran di sekolahnya.</p>
<p>Untuk itu dibutuhkan pembekalan dan pengetahuan untuk memilih pangan jajanan yang aman bagi para muridnya.</p>
<p>Melalui pelatihan perlindungan anak sejak dini yang digelar Departemen Pendidikan Nasional RI dan YLKI Sumbar, diharapkan memberikan pengetahuan dan pemahaman tentang arti perlindungan konsumen bagi para murid, tambah Arafah.(*)<!-- google_ad_section_end --></p>
